Sauti za Watanzania (Sauti-TZ) is a new S-year USAID-funded award being implemented by Jhpiego-Tanzania in collaboration with partners EngenderHealth, PACT and NIMRl /Mwanza.

The goal of Sauti- TZ is to contribute to the improved health of all Tanzanians through a sustained reduction in new HIV infections in support of the Government Tanzania through deploying new, and/or enhancing existing, vulnerability-tailored high-quality combination HIV prevention; positive health, dignity and prevention (PHDP); and family planning (FP) services for key and vulnerable populations (KVP) in selected regions of Tanzania.
Anticipated project results include: 1) Increased and timely use of HIV prevention and FP services; 2) Improved positive behaviors and social norms at the individual and community levels; 3) Reduced vulnerability of women through novel structural interventions; and 4) Increasingly sustainable comprehensive HIV prevention services for KVP.

JOB TITLE: BIOMEDICAL PREVENTION AND TREATMENT ADVISOR (1 Position, based in Dar es salaam)

Position Overview
The Biomedical Prevention Treatment Advisor will serve as the main technical advisor for all Sauti- TZ KVP-focused HIV biomedical prevention interventions. S/he will lead the design and oversee the implementation of culturally appropriate biomedical interventions at the national and regional level. The incumbent will provide technical guidance, monitoring and technical assistance to the MOHSW, R/CHMTs, CBOs, HIV/AIDS care and treatment partners, and other KVP-focused stakeholders in Tanzania. S/he will work with the Technical Director to ensure that comprehensive HIV prevention is built and sustained across the local and central government structures, and local CBOs. The candidate will also work closely with the MOHSW's National AIDS Control Program (NACP), Ministry of Home Affairs, Prime
Minister's Office Regional Authorities and Local Government, and TACAIDS, cooperating partners and other stakeholders in the areas of HIV/AIDS biomedical prevention to support the implementation of national level health policies and strategies in relation to KVP-programming. S/he will promote and ensure proper integration of HIV biomedical prevention activities with other activities particularly those related to reproductive 'health, family planning, and tuberculosis. S/he will participate in the design and implementation of operational research to inform programming.

Job requirements:
• Medical degree (doctor, clinical officer or nurse) required, with additional post-graduate training in public health desirable
• At least 8 years demonstrated experience working in one or more areas of biomedical HIV prevention including: HIV care and treatment (required), HIV counseling and testing, PMTCT, home-based care, voluntary medical male circumcision, or other applicable area.
• Experience in managing a large HIV prevention and treatment portfolio, including provision of clinical services (HIV/AIDS ART, PMTCT)
• Proven leadership skills, as well as skills in training, facilitation, team building and coordination
• Experience in mangling a team of 10 or more professional staff
• Excellent grasp of clinical issues and current literature HIV/AIDS, family planning, TB and STls
• Strong change management, results-oriented and decision-making skills
• Strong leadership and technical capacity to support service delivery, especially at the community level
• Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
• Excellent written and oral communication and presentation skills in English and Kiswahili.
• Experience and understanding of USAID-funded programs
• Experience in KVP programming
• Experience in planning, developing, implementing and evaluating HIV public health programs
• Ability to travel nationally and internationally up to 30%

JOB TITLE: QUALITY ASSURANCE ADVISOR (1 Position, based in Dar es salaam)

Position Overview: The Quality Assurance Advisor will be a technical lead for all Sauti-TZ continuous quality improvement (CQI) activities. S/he will collaborate with the MOHSW to provide technical support to improve the quality and performance of KVP-centric health services, using the management approach and recognition based on standards of quality and performance. The incumbent will lead the operationalization of National Recognition Guidelines for CQI at all Sauti-TZ implementation sites, as well as support the development of innovative approaches in the areas of quality improvement and performance.

Job requirements:
• Advanced degree in medicine, nursing or other relevant field.
• At least 5 years of demonstrated experience of QIIQA
• Knowledge and experience in approaches to quality improvement and health performance, and familiarity with the management approach and recognition of health services based on standards of quality and performance
• Skills and experience in supervision of health services programs
• Ability to work with autonomy, responsibility and honesty
• Experience in preparing QI/QA reports and technical documents
• Excellent written and oral communication and presentation skills in English and Kiswahili
• Proven experience in QA/AI for HIV/AIDS, family planning and KVP services

Position Overview: The Program Coordinator will assist in all the logistics and operations in relation to the development, implementation, management, monitoring and evaluation of activities implemented by Sauti-TZ.
These will include, development of work plans, compilation of reports, initiating the procurement process of various supplies and equipment, liaising with central and local government stakeholders, CBOs, and stakeholders in various program implementation activities. In addition to supporting and coordinating daily work of the managers, the incumbent will help to effectively manage communications with staff and other stakeholders in consultations with respective managers. The incumbent will also be responsible for supporting the Project Assistants to organize all meetings and workshops, prepare activity budget, initiating the procurement process for various program supplies and equipment in alignment with the Jhpiego policies.


Job requirements:
• Degree in social sciences or health related field is required; and additional post graduate certifications are an added advantage.
• 3 - 5 years of work experience in a voluntary, public, private sector or NGO.
• Excellent computer skills (including MsWord, PowerPoint, and Outlook)
• Previous experience in programmatic, administrative and financial management
• Ability to handle a variety of different assignments sometimes under pressure of deadlines.

JOB OPPORTUNITY
POSITION; CAPACITY DEVELOPMENT SPECIALIST (CDS)
UONGOZI Institute seeks to inspire leaders and promote the recognition of the important role of leadership in sustainable development within Africa.
The Institute of African Leadership for Sustainable Development (UONGOZI Institute), operating under the auspices of the Office of the President of United Republic of Tanzania, was established by the Government of Tanzania in 2010. The Institute provides training to leaders from Tanzania and beyond, organizes high-level policy forums and dialogues, and carries out research on leadership and sustainable development.
The main responsibility of the CDS is to lead the development and implementation of the Institute’s leadership development programs in line with the Institute’s Strategy and Leadership Development Framework. Candidates should be highly qualified senior experts with experience in leadership development in Africa.

DUTIES AND RESPONSIBILITIES
The Capacity Development Specialist (CDS) will be responsible for leading the capacity development department in the Institute. She/he will be managing a team of trainers/training coordinators and consultants. The CDS reports to the Chief Executive Officer (CEO).
Specifically, the CDS will:
• Further develop UIs leadership capacity building product portfolio to meet the expectations and needs of senior and emerging leaders in Africa.
• Ensure high quality of the leadership capacity building programmes,
• Develop a network of partners and collaborators for training delivery.
• Keep abreast with and apply in UI’s programmes the latest approaches, tools and methods to strengthening the core competencies of leaders.
• Benchmark the programmes offered by the Institute against those offered by similar institutions globally.
• Lead the team of trainers/training coordinators of UI as well as consultants and trainers hired to develop and deliver training.
• Take any other duties given by the CEO.

SKILLS / COMPETENCIES REQUIRED
• Wide experience in leadership development in Africa
• Understanding of leadership challenges in general, and in the continent in particular
• Knowledge of leadership development actors, networks and organizations
• Visionary thinking and ability to think strategically
• Excellent conceptualization skills
• Ability to inspire and motivate the team as well as leaders
• Excellent communication skills, both oral and writing; excellent facilitation skills
• Excellent interpersonal and networking skills, a good team player
• Flexible, pro-active, reliable, client orientated and problem solver;
• High proficiency in English
• Well organized and conversant with most common IT applications

QUALIFICATIONS AND EXPERIENCE OF EXPERTS
• The candidate should be a national of an African country
• A Master’s Degree in, Education, Public Administration, Development Studies or in a related Social Science discipline with experience in curriculum development, training needs assessment, training methodologies, public administration education, organizational learning, leadership development, reflective professional practice, career development, human resources or any other subject relevant to capacity building of leaders;
• Minimum 10 years of experience in leadership programme development, curriculum development, higher professional education, design and delivery of training modules and development of training materials and manuals in relation to executive audiences, preferably in international settings;
• Demonstrated theoretical and practical knowledge of leadership issues and modern approaches to professional development;
• Demonstrated expertise in modern training methodologies suitable for an executive audience.
